Description : The role is involved in the execution of Technical Due Diligence (TDD) process, identify consultant and collaborate with various internal and external stakeholders and leverage these relationships for regulatory compliance for assigned projects within the region.
Purpose: To facilitate successful project execution by securing necessary approvals, managing relationships with consultants and regulatory bodies and maintaining compliance with regulations
Principal Accountabilities
Prepare mandatory document checklists required to initiate technical due diligence for prospective sites. Create preliminary liaison checklists to identify key risks and development parameters. Verify Floor Space Index (FSI), zoning regulations, road setbacks, reservations, and development restrictions. Assess civil aviation height restrictions, Ministry of Environment and Forests (MOEF) applicability, Chief Fire Officer (CFO) approval criteria, and other regulatory requirements. Communicate findings, progress updates, and key outcomes from the liaison TDD process to the Regional Liaison Head. Prepare liaison budgets in consultation with cross-departmental teams and seek approval.
Prepare the project brief, aligning with development regulations and applicable rules and continuously collaborate with design and project teams to keep the project aligned with changing regulations. Provide inputs on the plans submitted by the design team for alignment with statutory requirements. Obtain up-to-date Development Plans (DP) and Property Records (PR). Liaise with land and revenue departments to address land-related issues and rectify records. Obtain layout permission, CFO approval, and building plan approvals (CC, Plinth CC, further CC, and OC). Liaise with statutory authorities for necessary approvals (AAI NOC for height, MOEF permission, CRZ permission, etc.) Procure Transferable Development Rights (TDR), Premium FSI, and Fungible FSI as required. Manage changes in project scope and secure amended approvals as needed. Organize approvals and permissions required for the Occupancy Certificate (OC) application. Secure project completion certification and final OC from development authorities. Update liaison tracker for approvals to ensure adherence to timelines. Track updates on regulatory byelaws, circulars, and notifications, and provide inputs on their implications for ongoing and upcoming projects. Support legal teams in resolving disputes by providing necessary documents.
Scout, identify, and evaluate local liaison consultants for various activities (e.g., architects, MOEF consultants, CFO consultants). Conduct due diligence on shortlisted consultants, negotiate terms, and finalize agreements in consultation with Regional Liaison Head. Identify and engage with consultants across relevant fields to build a diverse and skilled panel, ensuring their quick availability when needed. Maintain relationships with consultants and community stakeholders to support project success.
