About the Role :
The Lead, City Data and Analytics Platform (CDAP) will be a key technical leader responsible for driving the development, implementation, and maintenance of a cutting-edge data platform for urban development.
This role requires deep technical expertise in data science, cloud computing, data engineering, and software development, combined with strong leadership and communication skills.
The ideal candidate will be a hands-on leader who can guide technical teams, collaborate with government stakeholders, and ensure the platform's scalability, security, and performance.
Key Responsibilities :
Technical Vision & Strategy :
- Define the technical architecture and roadmap for the CDAP, aligning it with the organization's strategic goals and ensuring scalability, security, and performance.
- This includes researching and evaluating emerging technologies and recommending solutions to enhance the platform.
Platform Development & Architecture :
- Lead the design, development, and implementation of the CDAP, including data ingestion pipelines, data warehousing, data processing frameworks, APIs, and front-end interfaces.
- Oversee the selection and integration of appropriate technologies and tools.
Data Engineering & Management :
- Oversee data quality, data governance, and data security.
- Develop and implement data pipelines for ETL (Extract, Transform, Load) processes, ensuring data accuracy and consistency.
- Manage large datasets and optimize database performance.
Cloud Infrastructure & DevOps :
- Manage the cloud infrastructure (e.g, AWS, Azure, GCP) that supports the CDAP.
- Implement DevOps practices for continuous integration and continuous deployment (CI/CD) to ensure rapid and reliable releases.
API Development & Integration :
- Design and develop APIs to enable data sharing and integration with other systems.
- Ensure API security and scalability.
Technical Team Leadership :
- Lead and mentor a team of data scientists, engineers, and developers.
- Provide technical guidance, foster a collaborative environment, and promote best practices in software development.
Collaboration & Communication :
- Collaborate with government officials, urban planners, and other stakeholders to understand their data needs and translate them into technical requirements.
- Communicate technical concepts effectively to non-technical audiences.
Security & Compliance :
- Implement security measures to protect sensitive data and ensure compliance with relevant regulations.
Required Skills and Experience :
- Master's degree in Data Science, Computer Science, Information Systems, or a related technical field.
- 12+ years of overall professional experience, with at least 5 years in technical leadership roles.
- Deep expertise in data science, including statistical modeling, machine learning, and data visualization.
- Strong programming skills in languages such as Python, R, Java, or Scala.
- Extensive experience with cloud computing platforms (AWS, Azure, GCP) and related services.
- Proficiency in database technologies (SQL and NoSQL) and data warehousing concepts.
- Experience with data engineering tools and frameworks (e.g, Spark, Hadoop, Kafka).
- Strong understanding of API development and integration.
- Experience with DevOps practices and CI/CD pipelines.
- Excellent communication, interpersonal, and presentation skills.
Preferred Skills and Experience :
- Experience with GIS software and spatial data analysis.
- Knowledge of urban planning and development concepts.
- Experience with open data platforms and initiatives.
- Familiarity with data governance and security best practices.
- Contributions to open-source projects
