Promotion cycle is worst and favoritism plays the only role here. If you get hired at 25k then you will get the amount for rest of your tenure if you don't get promoted and chances for getting promoted are 5%. No increments , nothing

Good Coordination at the time of assessment.

There is nothing like disliking. QCI is doing such a good management but just one thing I want to mention that behavior of coordinator (Not all only few) should be politely with field Assessor.
