HR is too good but they never interfere in Sales, i.e. Only 7% Employee get incentive but HR never interfere in that , why such low percentage of emp getting incentive

I have the following offers: 1. Exl - 24 lpa fixed + 12% variable + 2 lakhs joining bonus Position - manager 2. Infinite computer solutions - 30 lpa fixed 3. Deloitte - Still negotiating trying for 30-35 lpa I am prioritizing long term employment as well as personal/ professional growth as I have major family responsibilities coming ahead in next year.
