Management thinks they are God. Design Head doesn't have the right skill and knowledge which always makes engineer to pull out there own hair

I recently joined a new company, and within 10 days, I received a more attractive offer from another company. Can I resign without serving the notice period? Would declining any salary and relieving letter (Experience Letter) it easier for the company to agree to my departure?
