When it was in existence the Organisational Structure was not designed in a professional manner. As an example, at circle level a Senior Manager was reporting to the same level in the same division. Lack of Leadership qualities. Some of the Departmental Heads were very much partial to specific subordinates which effected team work and interpersonal skills.
