In Fleet in all the ship if the survey is done in each Accommodation department most of the Manager are of same 1 nationality. Than majority supervisors are of 1 nationality same nationality has manager position. Than cabin steward are in majority of same nationality has management. Than the partiality happened. Each nationality crew members should be equally on every position even in management.
