Company policies are good, main focus on spare business only, Support to ground team is zero, No support after COVID situation, Give good salary hike to ne join employes

I recently joined a new company, and within 10 days, I received a more attractive offer from another company. Can I resign without serving the notice period? Would declining any salary and relieving letter (Experience Letter) it easier for the company to agree to my departure?
