If you are management favourite, management will go against their promotion policy and give you growth and appraisal. Otherwise they will hire external people with irrelevant experience and give them good package and make internal people train them. Internal people will be given all sorts of reasons for not promoting. Higher management busy in hiring from their previous company and making their own team. Being bias is their expertise.
