SEO manager, of course. Didnt know the basics and keep on blaming others for his mistakes. He controls and interferes other teams gives poor guidance which later ends up in a disaster. They first make you feel you are nothing, then what ever idea you give will automatically become their idea of execution. Basically a trial and error.
