No culture, despite being handed a perticular role you may be asked to do almost anything. Data manipulation is normal, equipment is old and second hand. Untrained teams with very basic knowledge. Management can blame anyone for their own failure. Overtime is regular whether it's morning or evening. They don't have any idea of what rheu are doing and company has no vision.
