Scope of learning and skill development,working environment is average, teammates are supportive. Lack of management. No cafeteria. Salary is not satisfactory.

I recently joined a new company, and within 10 days, I received a more attractive offer from another company. Can I resign without serving the notice period? Would declining any salary and relieving letter (Experience Letter) it easier for the company to agree to my departure?
