As an hourly manager, I'm not strictly required to answer calls/texts outside of work, but it's often expected. My employer compensates me for the extra time by:
-Paying overtime (1.5x my regular rate)
-Allowing flexible hours to make up for the extra time spent
-Providing a stipend for phone expenses
