As a key member of the district project implementation team, the District Manager provides overall management oversight to the project. Ensures that the project components are aligned with requirements of ASAP and National AIDS Control Program. Works closely with the District AIDS Prevention and Control Unit (DAPCU) and other team members.
Key Duties and Responsibilities:
District Manager will assist the State Program Manager and Deputy Director in implementing the plans designed in assigned district.
All District level co-ordinations as required from time to time on all activities and requirements.
Provide update on the progress to State Program Manager. Help plan outcomes at District level through effective and logical inputs.
Responsible for ensuring the quality assurance standards are maintained by the project sites and staff
Prepare and review district implementation plans (quarterly and annual) and ensure that the tasks agreed in the plan are implemented through the existing teams or external consultants.
Will understand, mentor the district team to continually implement innovations and operational changes.
Will be responsible for Prevention, Testing and OVC component in the project for the district.
Effective monitor the timelines, data collection, reports and community engagement.
Engage effectively with Government agencies responsible for HIV program implementation at district Level.
Manage district level Key Population Community Advisory Boards, Learning sites
Work with district team responsible for implementation various different components of the project including the implementation units like Targeted Intervention Sites, ICTCs, ARTCs, Community-based ARTCs.
Will ensure the activities under OVC program specially services for C/ALHIV, Affected children including siblings of C/ALHIV and their caregivers are provided as per the project guidelines. Viral load mobilisation, ART service delivery, nutrition and growth monitoring are prioritised to ensure that the C/ALHIV are virally suppressed. Basic package of services for C/ALHIV and their siblings, Affected Children and Caregivers are provided as per the project need.
Ensure data quality validation for OVC activities are undertaken in coordination with District M&E, Program Officer Treatment as necessary.
Ensure timely reporting of the data as required by the project.
Ensure resource mobilisation for benefits of the OVC program is carried out in coordination with government departments and individual donors specially for nutrition, education.
Ensure OVC CMIS is utilised for program purposes.
Training of staff and support them in carrying out day to day activities.
Effective monitoring of timelines, data collection, reports and community engagement.
Engage effectively with Government agencies responsible for HIV program implementation at district Level.
Any other activities as decided by the reporting manager and other line managers in the team.
Qualifications, Skills and Experience:
Masters in Social Sciences with at least 5 years work experience handling large-scale development, health, nutrition, HIV programs in the past.
Experience in managing large team and complex situation
Working knowledge of health department, District AIDS Prevention and Control Unit is necessary.
Excellent ability in using MS Excel and Powerpoint
Excellent written and oral communication, liaison and negotiation skills
Self-motivated, with a strong ability and drive to lead project activities independently with inimal supervision.
Willingness to travel for appx 20 days a month. (Travel and logistic support will be provided under project)
