Safety Officer

Key Responsibilities:
1. Safety Planning, HIRAV, and Risk Assessment:
Develop and Implement HIRAV Process:
o Conduct Hazard Identification by systematically identifying potential safety hazards on the construction site.
o Perform Risk Assessment for all construction tasks, assigning risk levels based on severity and likelihood.
o Regularly verify that risk controls are in place and effective, using the Verification process.
o Update the HIRAV process when changes occur in work methods, materials, or regulations.
o Maintain and document all HIRAV-related activities and communicate findings to the project team.
Work Method Standards (WMS):
o Establish and implement Standard Operating Procedures (SOPs) and Safe Work Method Statements (SWMS) for all construction tasks, particularly high-risk activities such as working at heights, scaffolding, and the use of heavy machinery.
o Ensure that WMS are aligned with industry standards and regulatory requirements, including local and international safety standards (e.g., OSHA, ISO 45001).
o Monitor adherence to WMS on-site and update procedures as necessary to reflect any process changes or safety concerns.
2. Safety Assessment Plans:
Develop and Execute Assessment Plans:
o Create and maintain assessment plans that evaluate both worker compliance with safety protocols and the overall effectiveness of safety procedures.
o Assess key areas such as PPE usage, machine operation, work at heights, and manual handling tasks.
o Develop assessment criteria for each key task to measure compliance, risk control effectiveness, and safety performance.
o Perform periodic assessments, with a special focus on high-risk activities and critical operations.
o Use the results of assessments to refine safety protocols and provide corrective measures where necessary.
3. Training and Competence in Work Methods:
Provide training sessions on Safe Work Method Standards and HIRAV processes.
Ensure that all workers and subcontractors are trained in risk assessment and hazard identification techniques.
Develop training materials and competency tests based on assessment plans and work methods to ensure a strong understanding of safety protocols.
Maintain a training log for all site personnel, documenting each worker's competency in specific tasks and work methods.
4. Documentation and Reporting:
Document all findings from risk assessments, work method reviews, and site inspections.
Ensure that records related to the HIRAV process, SOPs, SWMS, and safety assessment plans are up-to-date and easily accessible.
Maintain thorough records of safety incident reports, near misses, and corrective actions taken.
Report on the status of the safety assessment plans and HIRAV processes during weekly safety meetings.
5. Continuous Improvement:
Use data from safety assessments, site inspections, and HIRAV verification to update work method standards and risk management processes.
Regularly review and update the assessment plans and work methods based on site changes, new technologies, or regulatory updates.
Encourage and promote a culture of continuous improvement by collecting feedback from workers on the effectiveness of safety procedures and work methods.

Assessment Plan Development: Proven ability to develop and execute detailed assessment plans that measure the effectiveness of safety programs and adherence to work method standards.
Work Method Standards (WMS) Implementation: Expertise in creating and managing Standard Operating Procedures (SOPs) and Safe Work Method Statements (SWMS) for high-risk construction tasks.
Training and Competency Management: Ability to design and deliver training programs that ensure workers and subcontractors are competent in both HIRAV processes and work methods.
Analytical Thinking: Ability to assess safety risks and propose actionable solutions based on HIRAV and assessment data.
