Program Manager-GIS

Program Manager:

This role will consist of collaborating with project managers, resource managers as providing strong leadership in a matrix environment to promote best practices in managing interrelated projects and programs to ensure successful delivery. The ideal candidate will have a strong background in Geographic Information Systems (GIS), program management, and IT solutions. The Program manager will be responsible for the delivery projects, resources, providing expert knowledge and support and monitoring progress and reporting on the portfolio status. This role involves managing multiple GIS initiatives, driving innovation, and aligning geospatial solutions with business objectives.

Key responsibilities:

• Produce insightful reports and ensure that status reporting is fit for purpose, complete, timely, accurate, and communicated effectively.
• Effective resource planning to ensure every single resource is properly forecasted and utilized.
• Collaborating with resource managers and project managers to ensure that all the resources have accurate allocations for future projections.
• Resource utilization is done efficiently and produces decision making reports.
• Should be able to perform capacity analysis and provide insights on resource needs for future hirings.
• Ensure systems are all time up-to-date with most accurate information.
• Works closely with Manager PMO to provide updates regularly on the assigned tasks.
• The ability to prioritize among competing opportunities, balance stakeholder needs with business priorities, and articulate the rationale behind decisions.
• Act as the primary point of contact for GIS programs, engaging with internal teams, clients, and external vendors.
• Plan, manage, and oversee GIS-related projects and programs, ensuring alignment with organizational goals.
• Define program scope, objectives, and deliverables in collaboration with stakeholders.
• Develop and manage program schedules, budgets, and resource allocations.
• Able to support technical proposal writing and other pre bid activities
• Stay updated on the latest GIS technologies, tools, and methodologies.

Key Qualifications:

• Bachelors degree in Geography, GIS, Computer Science, or a related field
• 15+ years of experience in GIS project or program management, with a strong focus on IT solutions.
• In-depth knowledge of GIS tools and platforms such as Esri ArcGIS, QGIS, and other GIS development related platforms, UN knowledge will be an added advantage
• Proficiency in GIS data management, analysis, and visualization.
• Experience in IT project management methodologies (e.g., Agile, Scrum, Waterfall).

Key Skills:

• Strong leadership, communication, and interpersonal skills.
• Proven ability to manage complex GIS programs and multiple stakeholders.
• Knowledge of cloud-based GIS solutions and spatial databases will be an added advantage
• Certifications such as PMP, GISP (GIS Professional), or Esri Technical Certification will be an added advantage
