Planning Engineer

Position Overview:

The Planning Engineer will oversee the planning, scheduling, and resource allocation for the drinking water project, ensuring timely execution of MS and DI pipe laying, overhead tank construction, and commissioning activities. The role includes coordinating with stakeholders, monitoring progress, mitigating risks, and liaising with the water department for bill certification and approvals.

Key Responsibilities:

1. Project Planning and Scheduling

• Develop and maintain detailed project schedules for activities such as MS and DI pipe laying, jointing, testing, and overhead tank construction.
• Collaborate with project managers, site engineers, and contractors to identify key milestones and deliverables.
• Utilize project management tools like Primavera P6 or MS Project for creating, updating, and tracking schedules.
• Ensure resource optimization by preparing manpower, equipment, and material allocation plans.

2. Progress Monitoring and Reporting

• Track project progress against schedules and identify potential delays or bottlenecks.
• Conduct regular site visits to verify the progress and quality of work.
• Prepare daily, weekly, and monthly progress reports for project management and stakeholders.
• Analyze schedule variances and recommend corrective actions to address delays.

3. Coordination with Water Department for Bill Certification

• Collaborate with the water department for certification of bills related to pipeline installation and infrastructure works.
• Ensure proper documentation and submission of work completion reports, invoices, and other required certifications.
• Follow up with the water department to expedite approvals and payments.
• Address queries or discrepancies raised by the water department during the certification process.

4. Resource and Material Planning

• Coordinate with procurement and store teams to ensure timely delivery of MS and DI pipes, valves, and other essential materials.
• Forecast resource requirements based on the project schedule and phases.
• Work closely with contractors and suppliers to prevent delays in resource mobilization.

5. Coordination and Communication

• Act as the focal point between the site team, contractors, and management for scheduling and execution updates.
• Facilitate coordination meetings to align project goals with on-ground activities.
• Communicate risks, deviations, or delays to management and suggest mitigation strategies.

6. Risk Analysis and Mitigation

• Identify potential risks, such as resource bottlenecks, weather disruptions, or approval delays.
• Develop contingency plans to minimize the impact of unforeseen events.
• Regularly review and update risk management strategies.

7. Quality and Compliance

• Ensure all planning and execution activities meet project specifications, quality standards, and regulatory requirements.
• Support documentation for quality assurance and compliance audits.

Key Skills and Qualifications:

Educational Background:

• Bachelors degree in Civil Engineering, Mechanical Engineering, or a related field.
• Certification in project planning and scheduling (e.g., Primavera, PMP) is an advantage.

Experience:

• 5+ years of experience in planning and scheduling infrastructure or water-related projects.
• Familiarity with MS and DI pipeline installation and water infrastructure works.
• Prior experience in coordinating with government departments, especially water departments, is a strong advantage.

Skills:

• Proficiency in project management tools like Primavera P6, MS Project, or similar software.
• Strong analytical and problem-solving skills for planning, resource allocation, and risk mitigation.
• Knowledge of MS and DI pipeline installation techniques and water infrastructure systems.
• Expertise in documentation and communication for bill certification with government departments.
