Job Description

Roles & Responsibilities:

The Programme/Project Manager/Sr. Analyst/Sr. Advisor will spearhead the design, planning, and execution of capacity-building projects within the Swarna Andhra@2047 initiative, a strategic framework aimed at transforming Andhra Pradesh by 2047. The role demands exceptional project management expertise, stakeholder coordination, and a deep understanding of thematic capacity-building challenges across various government departments.

Core Responsibilities:

1. Strategic Project Planning & Execution:

- Lead the comprehensive planning, scheduling, and execution of capacity-building projects, ensuring alignment with timelines and budgetary constraints.

- Develop detailed project roadmaps, assigning clear milestones, deliverables, and responsibilities to the team.

- Implement project management methodologies to maintain project scope, ensuring flexibility to adapt to evolving requirements.

2. Stakeholder Coordination & Communication:

- Serve as the principal liaison between the project team and key internal and external stakeholders, facilitating transparent, consistent communication.

- Organize and lead project meetings, providing progress updates and ensuring all parties are informed of major developments, risks, and milestones.

- Foster stakeholder engagement by addressing concerns promptly and ensuring their active participation throughout the project lifecycle.

3. Documentation, Monitoring & Reporting:

- Maintain comprehensive records of project activities, communications, budgets, and schedules to ensure accountability and traceability.

- Provide regular, detailed reports to the Executive Director and Director, outlining progress, risks, bottlenecks, and proposed mitigation measures.

- Implement project monitoring tools to ensure adherence to timelines and budget while ensuring deliverables meet the established quality standards.

4. Task Delegation & Team Leadership:

- Assign tasks to team members based on project requirements, ensuring clarity in roles and deadlines.

- Motivate and guide the team, ensuring effective collaboration across functions to meet project goals.

- Monitor task progress, offering guidance where necessary to keep the team aligned with project objectives.

Thematic Expertise:

5. Capacity Needs Assessment & Program Design:

- Collaborate closely with the Executive Director and Director of Capacity Building to assess and analyse the capacity-building needs of government departments at all levels.

- Design comprehensive capacity-building frameworks and strategic plans that align with the Swarna Andhra@2047 vision, mission, and long-term goals.

6. Program Development & Change Management:

- Develop and refine capacity-building programs, including training modules, handbooks, and support materials tailored to departmental needs.

- Implement robust change management strategies to facilitate the smooth adoption and integration of capacity-building initiatives across all government levels (state, district, and local).

7. Partnership Development:

- Build and maintain strategic partnerships with key educational institutions, universities, national institutes, NGOs, and corporate organizations.

- Collaborate with stakeholders to expand the impact and reach of capacity-building programs through knowledge-sharing and co-learning opportunities.

8. Quality Assurance & Accreditation:


- Develop quality assurance protocols to monitor the effectiveness and sustainability of capacity-building initiatives.

- Engage with national accreditation bodies to obtain certification for specialized capacity-building programs, adding credibility and value to training initiatives.

Monitoring, Evaluation & Risk Management:

9. Monitoring & Impact Assessment:

- Design and implement robust Monitoring & Evaluation (M&E) frameworks to measure program effectiveness and impact.

- Track capacity-building progress through monthly and quarterly reports, providing real-time data and insights into program outcomes

- Document lessons learned and best practices to improve future programs and ensure continual learning.

10. Risk & Issue Management:

- Proactively identify and assess risks that could impact project timelines, budgets, or quality.

- Develop and implement mitigation strategies to minimize disruptions and ensure the project remains on course. outcomes

- Collaborate with leadership to address any issues that may emerge during the implementation process, maintaining a proactive approach to problem-solving.

Research, Knowledge Development & Dissemination:

11. Research & Knowledge Products:

- Conduct high-quality research, utilizing tools such as surveys, interviews, and focus groups to gather insights into government priorities and capacity gaps.

- Produce research papers, reports, and briefs for publication in national and international journals, contributing to the knowledge base on capacity building.

- Develop knowledge products, such as policy briefs, progress reports, and other materials to support project goals and disseminate lessons learned.

12. Knowledge Management & Record Keeping:

- Systematize the management of project-related records and communications to ensure easy access and reference for future initiatives.

- Ensure the secure and organized storage of all capacity-building documentation, safeguarding institutional knowledge.

Administrative, Governance & Procurement Management:

13. Administrative Leadership:

- Draft agendas, notes, and minutes for key meetings such as Governing Body, Executive Committee, and Board of Directors meetings.

- Prepare policy briefs, speeches, media articles, and other communications for senior government officials, including the Hon'ble Governor and Chief Minister.

14.Procurement & Contract Management:

- Oversee procurement activities, from drafting tender documents to managing the tendering process and vendor performance.

- Manage the lifecycle of vendor contracts, ensuring timely performance reviews and payments.

15. Staff Recruitment & HR Management:

- Lead the recruitment process for consultants and other team members, including drafting job descriptions, preparing vacancy announcements, and conducting interviews.

- Oversee the management of HR-related activities, including contract renewals, performance evaluations, and workforce planning.

16.Budgeting & Financial Oversight:

- Develop and manage budgets for capacity-building projects, workshops, conferences, and special events.

- Track financial performance, ensuring alignment with budgetary guidelines, and provide financial reports to leadership as needed.

17. Office Operations & Management:

- Oversee day-to-day office operations, ensuring efficiency in administrative tasks such as handling correspondence, answering calls, managing emails, and processing invoices.

Education Qualification:

- Post Graduate/Doctorate in (Public Policy, Economics, Business Administration, Engineering, Development Studies, or in a related discipline

Professional Experience:

- Minimum 15 years of experience in relevant areas like management consulting, public sector advisory or project management, with a focus on large-scale development initiatives or Government Projects or Multi-lateral development bank projects with any state Government or any organization working in partnership with Government.

Upper Age Limit Up to 55 Years (as on 01.01.2025)

Remuneration Rs. 2,00,000 to 2,50,000 per month (As per GO. MS. No. 86 of 30/08/2024)

Professional Certifications PMP, PRINCE 2 or similar certifications in project management are highly desirable.
