About the Role

Evidence Action, in partnership with the State Jal Jeevan Mission (JJM) in Andhra Pradesh and Madhya Pradesh, is establishing a State Program Management Unit (SPMU) to drive the implementation of in-line chlorination programs across the state. The Manager, SPMU (Technical) will play a pivotal role in leading technical assistance through this unit, working closely with state government officials to design, implement, and monitor in-line chlorination initiatives that ensure safe water access for rural households.

Roles Responsibilities of the position:

Serve as the technical liaison between EAII Advisors and MP PHED, and other key stakeholders, ensuring smooth coordination of technical activities and addressing challenges related in-line chlorination

Lead the development of state-specific technical frameworks, SOPs, pro-forma tenders, advisories, and technical standards for the adoption and scaling of in-line chlorination devices

Provide expert technical guidance to MP PHED, ensuring alignment with national water quality guidelines and state-level priorities in the implementation of in-line chlorination

Lead technical support to MP PHED of installation and OM of in-line chlorination systems, ensuring proper calibration, functionality, and compliance with National and State level guidelines

Lead training and capacity-building workshops for state and district-level engineers and technical staff on the design, installation, and OM of in-line chlorination devices

Oversee the monitoring, learning and evaluation (MLE) systems and provide regular data analysis and reports with recommendations

Support the identification of state-specific technical needs and opportunities for innovation pertaining to in-line chlorination. Work closely with state officials to adapt solutions based on local water challenges and emerging technologies.

Support in compliance with national and state regulations, ensuring MP PHED adopts best practices in-line chlorination

Lead research on rural water infrastructure and develop reports for internal and external stakeholders

Essential Qualifications, Experience, and Competencies

Master s degree or bachelor s degree in public health, Environmental Science, Water Resources, Engineering, or a related field.

Minimum of 6-8 years of experience in program management, preferably within water sector.

Proven experience working with government agencies, particularly in program implementation or advisory roles.

Experience in leading teams and managing multi-stakeholder projects

Strategic Thinking: Ability to develop and implement plans aligned with organizational and state government goals.

Strong leadership skills with experience in subordinates and fostering a collaborative work environment.

Deep understanding of rural water infrastructure in the state, particularly water treatment, and their application in rural settings.

Excellent written and verbal communication skills in Hindi and English, with the ability to engage effectively with government officials and other stakeholders.

Strong analytical skills with the ability to interpret data and make evidence-based recommendations.

Ability to navigate complex challenges and provide practical solutions in a dynamic environment.

Awareness and understanding of the cultural and social contexts in the state

About the India Safe Water Team

Evidence Action s Safe Water Now program provides safe drinking water to over 10 million people across rural Uganda, Malawi, and Kenya. Recent evidence highlights that water treatment may be among the most cost-effective interventions available to save young childrens lives, reducing all-cause child mortality by about 25%. The Dispensers for Safe Water (DSW) program - based on research by a Nobel-winning economist - utilizes an innovative and human-centric design to deliver clean water at the source in rural settings, achieving usage rates which are 5x that of comparable interventions. Evidence Action recently launched a next generation technology, In-Line Chlorination (ILC) in Uganda and Malawi, targeting rural, peri-urban, and urban communities, which has the potential to be even more cost-effective. Over the past year, we ve more than double our footprint in East Africa and are actively exploring opportunities for expansion into new countries.
