Role Overview:

Bilions is seeking a meticulous and creative Technical Writer to manage and develop responses to RFIs (Requests for Information). The candidate will play a critical role in crafting well-structured, persuasive, and compliant documents that showcase Bilions expertise and align with client requirements. This role demands strong writing, research, and collaboration skills to deliver exceptional RFI responses within tight deadlines.

Key Responsibilities:

1. RFI Analysis:
• Review and analyze RFI requirements to create customized, strategic responses.
• Identify key client needs and align them with Bilions capabilities and solutions.
• Assist the team with messaging objectives like win themes in RFI responses, strategically positioning Bilions to convey the company’s value proposition and differentiators.
2. Proposal Writing and Editing:
• Write, edit, and review RFI content to ensure clarity, persuasiveness, and alignment with client needs.
• Ensure compliance with prescribed formats, guidelines, and requirements.
• Maintain a hands-on approach, ensuring high-quality proposal submissions.
3. Proposal Management:
• Oversee the end-to-end RFI development process, ensuring timely submission.
• Analyze client requirements from RFIs to fully understand the scope, objectives, and evaluation criteria.
• Partner, coordinate, review, and edit RFI input from stakeholders such as Sales, Marketing, Product Development, Cloud Operations, Finance, Legal, and Professional Services.
4. Bid Strategy:
• Develop a comprehensive bid strategy that aligns with Bilions’ business goals and client needs.
• Identify key differentiators and value propositions to highlight in the RFI response.
• Conduct competitive analysis to refine the proposal and positioning.
5. Budgeting and Pricing:
• Work with the finance team to prepare cost estimates and pricing strategies.
• Ensure competitive and profitable pricing while maintaining value for clients.
6. Risk Assessment and Mitigation:
• Identify risks and challenges associated with the RFI process, proposing mitigation strategies.
• Address legal, compliance, and contractual issues to minimize risks.
7. Project Management:
• Develop and manage a bid schedule, ensuring adherence to timelines and task completion.
• Track progress and coordinate RFI-related tasks across teams.
8. Quality Assurance:
• Conduct quality reviews of the RFI content to ensure compliance, accuracy, and clarity.
• Refine responses through feedback from internal stakeholders and subject matter experts.
9. Clarification and Strategy:
• Translate technical solutions into effective proposal responses, quality-checking bid responses to ensure compelling and impeccable writing.
• Assist with pricing reviews and help in crafting clarification questions sent to prospects.
10. Documentation and Reporting:
• Maintain a repository of RFI-related documents, templates, and historical data for future reference.
• Ensure proposals meet mandatory requirements, such as properly completing vendor forms, formatting information according to RFI content requirements, and aligning with company policy.
• Generate reports on bid outcomes, including win/loss analysis and lessons learned.
11. Escalation and Improvement:
• Be a point of escalation for the team and other stakeholders during the RFI lifecycle for gaps, questions, concerns, and poor or missing deliverables.
• Provide feedback to improve Bilions’ RFI lifecycle and suggest new or revised content for inclusion in the proposal library.
12. Continuous Improvement:
• Stay informed on industry trends and emerging technologies.
• Improve bid management processes, tools, and methodologies for greater efficiency and effectiveness.

Qualifications:

• Proven experience as a technical writer or in a similar role (3+ years preferred).
• Proven experience in proposal writing, bid management, in the IT Services / software industry.
• Experience with US State or Federal government proposals is highly desired.
• Strong project management skills and attention to detail.
• Excellent written and verbal communication skills.
• Analytical and strategic thinking abilities.
• Knowledge of software development processes and technologies.
• Familiarity with legal and contractual aspects of proposals.
• Ability to work collaboratively with cross-functional teams.
• Proficiency in documentation tools like Microsoft Word, Adobe Acrobat, and SharePoint.
• A degree in technical communication, English, computer science, or a related field is preferred.

• Familiarity with content management systems (CMS) and version control systems.
• Knowledge of software development processes and methodologies.
• Strong organizational skills with the ability to manage multiple projects simultaneously.

Education Requirements:

• Bachelor’s degree in Technical Communication, English, Computer Science, Information Technology, or a related field.
• Advanced certifications in proposal writing, technical communication, or RFP/RFI processes are highly desirable.
