Position: Regional Facilitator Location: Keonjhar & Jharsuguda District, Odisha with travel to BRLF geographies of operation Number of Positions: Two Reports To: Program Officer; Southern Zone (Odisha) Nature of Employment: This is a project-specific position offered as a full-time, three- year contract with benefits. Renewal is possible, subject to project extension and availability of funds.
1.ORGANISATION BACKGROUND: The Ministry of Rural Development set up Bharat Rural Livelihoods Foundation (BRLF), Government of India (GOI) as an independent organization under the Societies Registration Act to facilitate civil society action in partnership with State and Central Government, to transform livelihoods and lives of rural households, with an emphasis on women, particularly in the Central Indian Tribal Region.
BRLF is a unique and first-of-its-kind initiative. The Foundation is a partnership between Government on the one hand and private sector philanthropies, and public and private sector undertakings (under Corporate Social Responsibility) on the other. Major functions of BRLF are fostering strategic partnerships with state govt for improving program outcomes, providing financial grants to Civil Society Organizations (CSOs) to meet their human resource and institutional costs for up-scaling of proven interventions, investing in institutional strengthening of smaller CSOs, capacity building of professional human resources working at the grassroots, and to create a knowledge Hub for the sector.

2. ROLE DESCRIPTION: The Regional Facilitator at Bharat Rural Livelihoods Foundation (BRLF) will play a key role in facilitating the effective implementation of rural development programs in collaboration with civil society organizations (CSOs), government agencies, and community stakeholders. The role focuses on building local capacities, ensuring that projects align with BRLF s mission to enhance the livelihoods of marginalized communities, particularly in rural areas of India, and fostering partnerships to achieve sustainable development outcomes.
The facilitator will work closely with regional stakeholders to coordinate activities, monitor program progress, and ensure that rural development goals are met in accordance with BRLFs strategic priorities.
Oversee the execution of BRLF-supported initiatives and projects across the designated region/district.
Collaborate with CSOs, local government, and community leaders to develop, plan, and implement strategies to improve rural livelihoods.
Ensure alignment of regional activities with BRLFs objectives, policies, and frameworks.
Support partners in developing region-specific action plans, ensuring timelines and milestones are adhered to.
Identify capacity-building needs within the region and organize training sessions for local implementing partners, including CSOs and government officials.
Facilitate knowledge-sharing and technical assistance to enhance project management and execution at the grassroots level.
Strengthen local capacities by providing guidance in areas such as sustainable livelihoods, natural resource management, and community mobilization.
Act as a bridge between BRLF, local CSOs, government entities, and communities to promote collaboration and the sharing of best practices.
Develop and maintain strong relationships with stakeholders to ensure their active participation in project activities.
Engage regularly with district and block-level government officials to streamline project implementation and leverage public resources effectively.
Bachelor s or master s degree in Rural Development, Social Sciences, Agriculture, Public Policy, or related fields.
At least 3-5 years of experience in rural development, project management, or a related role, preferably with exposure to the non-profit sector and grassroots organizations.
Experience working with government agencies and civil society organizations (CSOs) in rural contexts, particularly in livelihoods development, natural resource management, or community-driven development projects. Skills & Competencies:
Proven ability to engage and mobilize stakeholders, including local communities, government bodies, and non-profit partners.
Effective project management skills, with an ability to multitask and manage regional projects on a scale.
Ability to work effectively with diverse communities, particularly vulnerable rural populations.
