Job Description

Qualification: The Project Manager should have a minimum of 5 years within the same organization out of 12 years experience in Project Management, minimum overall work experience of 20 years.

Duties: The duties of the Project Manager shall include but not be limited to the following tasks:

▪ To assist the Projects Management and Construction Department Manager to meet Departmental goals and objectives which are set out by the Vice President Engineering & Projects Division in accordance with

the corporate balanced scorecards and strategies, by applying professional project management and value engineering practices for Service Station projects and other related projects from contract award stage to completion and then final hand-over.

▪ To manage the implementation of projects by ensuring that each of the consultant supervision team, the Contractors execution team, suppliers and sub contractors are carrying out their duties, all in accordance with the contractual terms & conditions (technical and financial) and the scope of work.

▪ Ensure that Companys policy for Health, safety, and Environment are up-held at the projects sites, and

conducts random inspections on HSE issues in coordination with the HSE division.

▪ Manage and Perform works in full compliance with the Companys quality management procedures, as per ISO 9001:2000.

▪ Prepare and meet with ISO committee members (internal & external) for the regular half yearly visits for reviewing and monitoring all matters concerning up dated ISO rules and regulations and to make sure that all Projects Managers are following the ISO rules strictly in coordination with Service Station Department Manager.

▪ Serve as a focal point for Multi project in hand. Act as interface between Service Station Projects Manager and end-users, consultants, contractors, suppliers, multi discipline engineers, and other Engineering Projects staff.

▪ Manage and monitor the progress of each project from the award stage till the issuance of COMPLETION CERTIFICATE. Ensure appropriate coordination of various project activities in the mentioned project phases. Coordinate planning, design, engineering, technical and quality control, cost control to ensure

timely and smooth progress of works. Liaise with other divisions or departments and local authorities for

their inputs or approvals on various issues to ensure smooth progress of project.

▪ Propose and implement innovative execution or construction methods to reduce construction time or reduce construction costs, without affecting ADNOC Distribution quality & standards and to meet the

departmental goals of completing projects within time, budgets and high standard quality by applying the best Projects Management knowledge.

▪ Provide leadership, coaching, and guidance on a continuous basis to project team members from the

consultant and contractors side in the areas of project lifecycle, operating procedures, processes and

practices.

▪ Direct, manage, and supervise the activities of assigned personnel. Performs Managerial functions at the level established by management for the position.

▪ Manage and supervise Multiple Projects (in-house projects or with consultant as well as fast food tenants) in different areas and locations.

▪ Lead and motivate the project team, ensuring the effective implementation of approved project plans.

▪ Ensure that the quality of material/equipment is as per the specifications, and that the ultimate product is as per the contract scope.

▪ Manage, direct, and supervise the quality and progress of works performed by Engineering Consultants, Construction contractors and subcontractors.

▪ Lead the creation of risk management plan to identify, analyse, monitor and respond to risks associated

with the project to ensure ability to achieve expected outcomes, on time and on budget.

▪ Provide contractual and technical comments on the draft agreements, conditions of contracts, and comment the technical offers of bidders while preparing the technical evaluation, then raise them all to the Service

Stations Projects Department Manager for review and approval. Prepare any clarifications required, in

liaison with the Engineering Department, Consultants, and Service Station Projects Department Manager

▪ Discuss and coordinate daily matters with Service Station Projects Department Manager, Engineering

Department, Projects Support Officer, and other divisional staff to ensure smooth and timely progress of

project works. Holds regular meetings with Service Station Projects Department Manager, to review

projects status and all related issues.

▪ Handle correspondences received from end-users, other divisions/departments, consultants, contractors, local authorities and suppliers in coordination with Service Station Projects Department Manager, and take action immediately to resolve any problems to ensure uninterrupted progress of works.

▪ Study claims and variations of consultants, contractors and long lead Supplier in coordination with Service Station Projects Department Manager, and prepare cases for Managements review and approval.

▪ Pre-qualify contractors, sub-contractors and support Engineering Department for pre qualifying

Consultants and vendors.

▪ Control and review the works carried out by consultants, contractors and long lead suppliers, certify their progress invoices for Projects Management and Construction Department Manager’s review and approval.

▪ Control and manage assets for the projects under demolition in coordination with contractor and end user.

Provide fixed assets, material lists for executed projects to Finance Division. Moreover, follow with

Finance Division, Maintenance Division and other end users the procedures of closing and demolition of

an old image station.

▪ Follow up and monitor the continuous progress of works at different Projects in different locations to ensure implementation of project plans and schedules, technical compliance with specifications and end-users’

requirements, and provides regular updates to Projects Management and Construction Department

Manager.

▪ Hold regular site technical & progress review meetings with consultants, contractors and suppliers to

discuss miscellaneous technical issues (Civil, Electrical, Mechanical and Architectural) and conducts

inspection of on-going activities to ensure quality control and smooth progress.

▪ Organize Provisional and Final Hand-Over committees of projects in coordination with Engineering

Department, Projects Management and Construction Department Manager and end-users. Follow

operational and technical problems during contractual liability period with end-users and updates Service Station Projects Department Manager until approval of COMPLETION CERTIFICATE.

▪ Follow up with consultants and contractors for submission of projects’ As-Built documentation,

guarantees, operations & maintenance manuals, claims, variations and dispatch to end-users.

▪ Study and negotiate with the consultants and contractors the final settlement cases.

▪ Submit weekly and monthly projects progress reports to Service Stations Projects Department Manager

and periodically updates project plans and schedules according to the progress of works.

▪ Participating in different committees with different functions.

▪ Arrange monthly maintenance site visits with consultant, contractor and end users during the warrantee period to rectify defects.

▪ Receive, follow up and complete the accidents reports and make sure that accidents repair to be done as per ADNOC Standards during the liability period.

▪ As required to prepare scope of work for certain type of projects.

▪ Checking, approving shop drawings and supervising the fast food tenants contractors and to coordinate

with the multi discipline engineers and end users to make sure that they will meet the standards,

specifications and the image of ADNOC until the successful operation of the fast food.

▪ Evaluate the performance of the consultants and contractors after the completion of each project and

forward the same to the Contract Department for their further action.

Work Contacts:-

▪ Has daily contact and on weekly basis during Meeting with Projects Management and Construction

Department Manager to review and discuss any progress issues and areas of concern.

▪ Has daily contact with consultants, contractors and suppliers to monitor project progress and discuss any

technical or other issues.

▪ Has monthly/quarterly contacts with end-users and Maintenance Department personals, to discuss any

issues or update on progress

▪ Has regular contact with Projects Support Officer, Contracts, Finance, Purchasing, Support Services,

Operations and HSE.

▪ Has a daily contact and frequent meeting with the Engineering staff to coordinate, discuss and review

technical issues on projects in hand.

▪ Has occasional contact with local authorities, to follow up any outstanding authorizations (clearances,

NOC-s) or other matters related to the implementation of projects.

Supervisory Responsibility:-

▪ According to the organization structure, the assigned staff for the projects (discipline engineers,

administration, and projects services coordinator) work under the project manager, while they continue to report to their functional managers. All site staff (consultant’s project managers/resident engineers,

contractors’ project managers and sub-contractors) works under his general supervision.

Responsibility for Action or Decision:-

▪ Determines work methods from several existing alternative methods according to established policies and professional standards.

▪ Work assignments are subject to review and direction.

Physical Effort:-

▪ 30% of time is spent in the office, and 70% is spent on sites.

Work Environment:-

▪ Duties are performed in air conditioned surroundings, when working in the office (30%) and in outdoors

conditions when visiting/inspecting sites (70%).

Minimum Requirements:

▪ Previous experience in fast track projects.

▪ Knowledge and/or training in value engineering concepts and practices.

▪ Knowledge of International Standards, Codes and Regulations of Oil & Gas Industry, such as API, ASME, ANSI, ASTM, NFPA, BS.

▪ Proven knowledge and practice of contracts administration.

▪ Knowledge of the international General Conditions of Construction Contracts/ FIDIC.

▪ Reports writing skills.

▪ Good PC Knowledge (MS Office Primavera, Project Planner).

▪ Experience in Quality Control/Quality Assurance procedures.

▪ Knowledge of prevailing industry safety standards.

▪ Communications and interpersonal skills.

▪ Presentation skills.

▪ Negotiation skills.

▪ Time management and prioritization skills.

▪ Excellent communication skills in written and spoken English.

▪ Excellent communication skills in written and spoken Arabic.

▪ UAE driving license.
