Tender Operations Manager (Hiring)

The Opportunity:

We are seeking an experienced Tender Operations Manager to lead and enhance our tendering and bid management processes. This role is critical for identifying opportunities, ensuring flawless tender submissions, and managing vendor registrations while adhering to compliance requirements. The ideal candidate will have expertise in government e-marketplaces, pricing strategies, and bid execution.

You will serve as the key point of contact for our Business Managers (internal) and Customers (external Government Distributors) to ensure seamless coordination and support.

Key Responsibilities:

1. Opportunity Identification:

• Actively identify potential tendering opportunities through platforms like Tender Tiger, Tender247, GeM, and distributor networks.
• Ensure accurate and error-free preparation and submission of bids.

1. Bid and Tender Submission:

• Manage the entire tender submission process, ensuring compliance with guidelines.
• Register tenders on the required platforms and maintain timely updates on internal tender management tools.

1. Bid Document Coordination:

• Compile and prepare all bid submission documents with precision and ensure timely delivery.
• Collaborate with stakeholders (Legal, Regulatory, Finance, Operations, and Clients) for bid completion.

1. Commercial and Financial Review:

• Analyze commercial aspects of bids and recommend necessary changes.
• Coordinate with finance for Earnest Money Deposits (EMD), Performance Bank Guarantees (PBG), and timely refunds.

1. Tender Record Maintenance:

• Maintain comprehensive records of all tenders and bids on shared drives.
• Track bid outcomes and statuses across e-procurement portals.

1. Market Intelligence:

• Conduct competitor analysis and evaluate previous bids for pricing strategies.
• Perform WIN-LOSS analyses to identify market trends and improve strategies.

1. Government e-Marketplace (GeM) Management:

• Monitor and enhance the company s GeM ratings.
• Manage product/service catalog updates, bid submissions, and tender clarifications.
• Work on new category creations and ensure smooth GeM operations.

1. Vendor Registration and Relationship Management:

• Ensure timely registration on government portals and follow up on tender processes.
• Collaborate with channel partners for rate contracts and service-fee-based bids.

1. Execution and Follow-Up:

• Oversee flawless order execution, ensuring compliance with pre-requisites and timelines.
• Liaise with tendering authorities for payment releases and Quote-to-Cash processes.

1. Travel Requirements:

• Visit government sites across India, ensuring business viability and expansion.

Essential Skills and Expertise:

• Proficiency in managing bids and tenders on GeM and CPP portals .
• In-depth knowledge of government procurement processes , GFR rules, and compliance policies.
• Expertise in various tender types , including Bunch Bid, Reverse Bid, Custom Bid, and Normal Bid.
• Strong analytical and negotiation skills to drive business growth.
• Hands-on experience in MIS reporting , MS Office, and financial coordination.

Preferred Background:

• Proven experience in the IVD/Biomedical/Medical Device industry.
• Strong understanding of product/service catalog updates, bid submissions, and pricing strategies.
• Track record of driving successful tender processes and maintaining compliance.

Qualification: Graduate (Commerce, Science, or BBA preferred)
