No motivation is provided, existing employees don't want you to succeed and will try every possibility to make you demotivated and disrupt in your work, so that you are not able to complete your tasks. HR is the worst, don't cooperate . You are told to give incentives, but on time of providing incentives, no one will listen, don't pick your calls, reply to messages.
