Company culture, although head office is trying to change it, due to some bottleneck, all the changes are not implemented at site level

When I resign my post at that time my condition was not good due to my reporting boss behaviour, my site HR asked me have you any problem tell us but I deny, that is my big mistake. I should have told.

Here I face such alot problem which is related to my work some people like in my department FGD my reporting boss is corrupt, incompetent, using bad word in site etc.
