The hospital's top management is mediocre and comprises 'yes' men/women. They are managers. Not leaders. The owner leads the hospital but has little time and little interest. He is 'kaan ka kacha' and likes sycophants, even though he discourages chamchagiri. He is worldly-wise and understands that people are doing chamchagiri but likes to be praised. There is no room for professional growth. High-quality staff will never stick around. Good place for time pass job.
