It engages contractors who come for a lower rate but with less professional experience and skills and wants the employees to extract work from them in a higher level which is not at all possible for their efficiency.

The working culture is very poor. In the company, specifically in the Water Division, there are no SOPs. They are operating in a trial-and-error phase. Management is unaware of how work is distributed among employees. The management and seniors often creates unnecessary pressure regarding vendor billing. There is no fixed schedule for subcontractors billing, here prepare billing on daily basis. Only a few employees have the ownership & responsibility for their work, while others shift their task to those who are responsible. Most of the store related works are with planning department which is very frustrating. The company seems disinterested in taking new project of water and job security in here is zero.
