Relieving letter purpose

Hi everyone, I have completed notice period in the company of 90 days but company doesn’t giving me relieving letter. The concerned dept telling that it will take 2 months to give you soft copy of your relieving letter but today i have completed almost 2.5 month but thery doesn’t provide . They simply saying it is under process i have called that dept. multiple times but thet saying same dialogue . What to do in this situation?? I have to submit it to another organisation.

I am happy to be a part of such good company, colleagues are very good enjoy working with the company but only the problem is very frequent transfers will be there. They provide accommodation to all employees one who like to work different places will enjoy a lot.
