‘We must avoid a chilling effect’: the CMA chief on the UK’s pro-growth shift
- The Competition and Markets Authority (CMA) in the UK is facing scrutiny and changes as the government pushes for a pro-growth agenda, highlighted by the replacement of the CMA's chair with Doug Gurr.
- The CMA, under CEO Sarah Cardell, is under pressure to balance its core mandate of promoting competition with the government's focus on economic growth, leading to concerns about potential politicization of the watchdog.
- Cardell emphasizes that the CMA's primary functions remain promoting competition and protecting consumers, even as the government urges a stronger emphasis on economic growth.
- Despite recent interventions such as standardizing baby milk formula packaging, the CMA faces challenges in maintaining investor confidence and avoiding a 'chilling effect' on businesses.
- The CMA's decision to block Microsoft's purchase of Activision Blizzard drew backlash but was eventually allowed with concessions, raising questions about the watchdog's stance on global deals and dominance in tech markets.
- Cardell asserts that the CMA will take a tailored and proportionate approach to global deals and issues, balancing its regulatory role with the government's focus on UK-centric impacts.
- The CMA's ongoing investigations into Google's internet search dominance and Apple and Google's mobile phone ecosystems indicate its intent to address potential abuses of strategic market status by tech giants.
- Cardell views fines as a last resort, with the CMA aiming for engagement and constructive resolution in its regulatory actions.
