Qualifications:

1. Expertise in Elastic Search: A strong understanding of Elastic Search, including its architecture, data modeling, query language, indexing, and search capabilities. Extensive hands-on experience with implementing and optimizing Elastic Search solutions is essential.

2. Elasticsearch Certification: Holding relevant Elastic Search certifications, such as the Elastic Certified Engineer or Elastic Certified Architect, demonstrates comprehensive knowledge and expertise in designing and managing Elastic Search deployments.

3. Project Experience: Proven experience working on complex projects involving Elastic Search, preferably in a similar domain such as government or public sector. Previous experience in handling large volumes of data and implementing search solutions for human resources or social development systems is highly desirable.

4. Integration Skills: Proficiency in integrating Elastic Search with other tools and systems commonly used in the ministry's ecosystem. This includes experience with data ingestion, data transformation, and data synchronization techniques. Knowledge of ETL (Extract, Transform, Load) processes and integration patterns is beneficial.

5. Programming and Scripting: Strong programming skills in languages commonly used with Elastic Search, such as Java, Python, or JavaScript. Experience with scripting languages like Bash or PowerShell is valuable for automating deployment and maintenance tasks.

6. System Administration: Solid understanding of Linux/Unix system administration, including system monitoring, troubleshooting, and performance optimization. Knowledge of network protocols, security best practices, and system scalability is necessary to ensure the reliable and secure operation of Elastic Search.

7. Customization and Configuration: Ability to customize Elastic Search to meet specific project requirements. This includes designing and implementing custom analyzers, filters, and tokenizers, as well as configuring relevancy scoring and ranking strategies.

Responsibilities:

1. Installation and Deployment: Install and configure Elastic Search clusters, ensuring high availability, scalability, and fault tolerance. Collaborate with system administrators and infrastructure teams to provision resources and establish proper security measures.

2. Support and Maintenance: Provide ongoing support and maintenance for the Elastic Search infrastructure, monitoring system health, performance, and security. Troubleshoot and resolve issues related to data indexing, search queries, and cluster stability.

3. Customization and Optimization: Customize Elastic Search to optimize search performance, relevancy, and indexing efficiency. Analyze and fine-tune query and indexing performance, suggest improvements, and implement best practices to enhance overall system performance.

4. Integration with Other Tools and Systems: Integrate Elastic Search with existing tools and systems within the ministry's ecosystem. Collaborate with developers and system integrators to define integration requirements, design data pipelines, and implement data synchronization mechanisms.

5. Data Modeling and Indexing: Design and implement effective data models, mappings, and indexing strategies to support efficient and accurate search functionality. Collaborate with data architects and domain experts to ensure the indexing and retrieval of relevant data.

6. Documentation and Knowledge Sharing: Create comprehensive documentation, including architectural diagrams, installation guides, and best practice documents, to ensure knowledge transfer and facilitate the effective use of Elastic Search within the project team and the ministry.

7. Performance Monitoring and Optimization: Continuously monitor the Elastic Search system's performance, proactively identify bottlenecks or areas for improvement, and implement performance optimization strategies. Monitor resource utilization, query performance, and data indexing rates.

8. Security and Access Control: Implement security measures, including user authentication, authorization, and data encryption, to ensure the confidentiality and integrity of sensitive information stored in Elastic Search. Collaborate with security teams to perform regular security audits and implement security best practices.

9. Training and Mentoring: Provide guidance and training to other team members, developers, and system administrators regarding Elastic Search best practices, troubleshooting techniques, and performance optimization strategies.
