General Manager - Procurement

Role & responsibilities

Key Responsibilities:

Tendering & Bid Management:

• Oversee and lead the preparation and submission of tenders for MEP, Civil, and Construction projects, ensuring full compliance with client specifications and requirements.
• Manage the tender process from start to finish, including coordinating with internal teams (engineering, project management, legal) to compile and review technical and financial proposals.
• Ensure timely submission of tender documents, managing all logistics related to bid deadlines and document formatting.
• Develop and implement strategies for competitive bidding that optimize both cost and value for the company.
• Analyse tender requirements and scope of work to identify any potential risks or challenges and address them proactively.
• Ensure proper documentation and archiving of all tender-related materials for future reference and audits.

Supplier & Subcontractor Selection:

• Identify, evaluate, and prequalify suppliers, contractors, and subcontractors for key MEP, Civil, and Construction services and materials.
• Build and maintain strong relationships with potential and existing suppliers, ensuring high-quality standards and favourable terms for the company.
• Conduct market research to identify reliable, cost-effective, and innovative suppliers who align with the companys procurement strategy.
• Work closely with project teams to align the selection of suppliers and subcontractors with project needs and timelines.

Negotiation & Contract Management:

• Lead negotiations with suppliers, subcontractors, and service providers to secure competitive pricing, favourable terms, and conditions.
• Prepare and review contracts, ensuring they reflect the terms of the negotiated agreements and protect the companys interests.
• Act as the main point of contact for all procurement-related negotiations, ensuring clarity and transparency in all communications.
• Ensure all contractual obligations are met by suppliers and subcontractors throughout the project lifecycle, from supply chain management to post-project evaluation.
• Review and approve contract amendments, variations, and claims to ensure fairness and adherence to project specifications.

Cost Control & Budgeting:

• Develop and monitor procurement budgets for MEP, Civil, and Construction projects, ensuring adherence to cost control measures throughout the tendering and contract negotiation phases.
• Work closely with finance and project management teams to ensure the procurement process supports the overall budget and cost-saving initiatives.
• Identify opportunities to reduce procurement costs through strategic sourcing, negotiation, or alternative solutions without compromising on quality or project timelines.

Risk Management & Compliance:

• Identify potential procurement risks and develop mitigation strategies to minimize the impact of risks such as price fluctuations, supply chain delays, and contractual disputes.
• Ensure full compliance with local laws, regulations, and company policies throughout the procurement process, from tender preparation to contract execution.
• Monitor procurement activities to ensure adherence to ethical standards, sustainability practices, and safety requirements.

Team Leadership & Development:

• Lead and manage the procurement team, providing guidance, training, and development opportunities to enhance their tendering and negotiation skills.
• Promote a culture of collaboration and continuous improvement within the procurement department.
• Develop and implement performance metrics for the procurement team to track efficiency, cost savings, and supplier performance.

Collaboration & Stakeholder Communication:

• Collaborate with cross-functional teams, including project management, engineering, finance, and legal, to ensure smooth execution of tenders and contracts.
• Provide regular updates to senior management on the status of tenders, procurement activities, and contract negotiations.
• Ensure clear communication of procurement strategies, timelines, and expectations to all relevant stakeholders.

Sustainability & Innovation in Procurement:

• Advocate for sustainable procurement practices by sourcing eco-friendly materials and services in line with industry best practices.
• Introduce innovative procurement techniques and technologies to streamline the tendering and negotiation process, improving efficiency and outcomes.
  

Preferred candidate profile

Qualifications:

• Education: Bachelor’s degree in Engineering, Construction Management, Business Administration, or related field. A Master’s degreeis a plus.
• Experience: Minimum 15+ years of experience in procurement, with at least 5 years in a leadership role within the MEP, Civil, or Construction sector, focusing on tendering and negotiations.
• Industry Knowledge: Strong understanding of procurement processes, tendering practices and contractual negotiations specific to MEP, Civil, and Construction industries.
• Negotiation Expertise: Demonstrated ability to negotiate favourable terms with suppliers, contractors, and subcontractors while managing risk and maximizing value.
• Legal & Compliance Knowledge: Familiarity with construction contracts, tendering processes, and relevant legal/regulatory requirements.
• Project Management: Experience managing procurement activities for large-scale projects, ensuring alignment with project timelines, budgets, and quality standards.
• Technological Proficiency: Familiarity with procurement software, ERP systems (SAP) and tendering platforms.
