Overview:

We are seeking a highly skilled and experienced Project Manager and Business Analyst to manage and execute software development projects for Indian Government initiatives. The ideal candidate will have a strong background in both project management and business analysis, with experience in handling large-scale government projects, and an understanding of software development processes.

Key Responsibilities:

Project Management Responsibilities:

Project Planning & Execution:

• Lead and manage the full project lifecycle, from initial planning to final delivery, ensuring successful project execution.
• Develop project plans, timelines, and resource allocation strategies.
• Ensure the project is completed on time, within scope, and within budget.

Stakeholder Management:

• Act as the primary point of contact between internal teams and government stakeholders.
• Establish and maintain effective communication with government representatives, clients, and project teams.
• Manage client expectations and ensure their requirements are met, making adjustments as necessary.

Risk & Issue Management:

• Identify and mitigate risks and issues that may impact project timelines, quality, or scope.
• Develop contingency plans to address unforeseen challenges.
• Monitor project progress and adjust plans as needed to avoid delays.

Resource Management:

• Coordinate the allocation of resources, both human and technical, across various project stages.
• Ensure the team has the necessary tools and support to perform effectively.

Quality Assurance:

• Oversee project quality by ensuring adherence to best practices and standards.
• Conduct regular project reviews to monitor performance and quality.

Reporting & Documentation:

• Prepare and present regular project status reports to senior management and government authorities.
• Maintain comprehensive documentation for all project phases, ensuring compliance with government regulations.

Business Analysis Responsibilities:

Requirement Gathering & Analysis:

• Engage with government stakeholders to gather, document, and analyze detailed business requirements.
• Understand business goals, identify key needs, and translate them into clear technical specifications for the development team.

Business Process Modeling:

• Design and document business processes, workflows, and system specifications.
• Work with technical teams to ensure proper implementation of these processes.

Solution Design & Recommendations:

• Collaborate with stakeholders to propose software solutions that align with business requirements.
• Ensure that proposed solutions are scalable, sustainable, and compliant with government policies and regulations.

System Testing & Validation:

• Support the QA team in developing test plans and test cases.
• Coordinate UAT (User Acceptance Testing) with government stakeholders to ensure that software meets business requirements.

Documentation & Training:

• Prepare user manuals, training materials, and other necessary documentation for government officials and end-users.
• Conduct training sessions for stakeholders to ensure smooth software adoption.

Key Skills & Qualifications:

• Educational Qualifications:
  
• Minimum Bachelors degree in Computer Science, Engineering, Business Administration, or related field.
• PMP (Project Management Professional) or equivalent certification will be added advantage.
• CBAP (Certified Business Analysis Professional) or equivalent certification is a plus.
• Experience:
  
• Minimum of 5-7 years of experience in project management and business analysis, with a focus on government projects.
• Proven experience in software development or IT consulting, preferably within the Indian Government sector.
• Strong understanding of SDLC (Software Development Life Cycle) and Agile methodologies.
• Technical Skills:
  
• Familiarity with project management tools (e.g., MS Project, JIRA, Trello).
• Proficient in business analysis tools and techniques (e.g., Use Case Modeling, Business Process Modeling Notation).
• Knowledge of software development technologies (e.g., Java, .NET, SQL) is a plus.
