Job Summary

The Technical Bid Manager will oversee the preparation, submission, and management of technical bids for government, enterprise, and private sector tenders. The role focuses on documentation, compliance, and technical alignment with client requirements. The candidate will collaborate with cross-functional teams, including technical, legal, and finance departments, to ensure accurate and timely bid submissions.

Key Responsibilities

1. Bid Management & Documentation
• Analyze tender documents to identify and understand technical requirements and compliance criteria.
• Create, review, and finalize technical bid documentation, ensuring alignment with tender requirements.
• Manage the end-to-end technical bid lifecycle, from RFP/RFI receipt to final submission.
• Develop templates and standard operating procedures (SOPs) for bid documentation.
2. Stakeholder Coordination
• Collaborate with internal teams, including design, engineering, and operations, to collect and validate technical data.
• Liaise with vendors, OEMs, and partners to gather technical specifications, certifications, and warranties.
• Coordinate with legal and finance teams for bid compliance on terms and conditions, PBGs, and pricing structures.
3. Compliance & Risk Assessment
• Ensure bids comply with client specifications, industry standards, and regulatory requirements.
• Assess risks associated with project delivery, timelines, and technical feasibility, and propose mitigations.
• Maintain awareness of amendments, corrigenda, and clarifications issued by clients.
4. Technical Evaluation Support
• Support pre-bid meetings and site surveys to gather critical insights for bid preparation.
• Prepare and deliver presentations to internal and external stakeholders as part of the bid evaluation process.
• Address technical queries and provide clarifications during post-submission reviews.
5. Performance Tracking & Improvement
• Maintain a repository of past bids, lessons learned, and winning strategies for continuous improvement.
• Monitor success rates and identify areas of improvement for future submissions.

Qualifications

• Education: Bachelors degree in Engineering (IT, Electronics, Telecom, or equivalent) or related technical fields.
• Experience:
• 5+ years of experience in technical bid preparation, tender documentation, or project pre-sales.
• Proven expertise in government and enterprise tendering processes, including RFP/RFI handling.
• Technical Skills:
• Strong understanding of telecom, IT infrastructure, or network solutions.
• Proficiency in tools like MS Office (Word, Excel, PowerPoint), and document management systems.
• Familiarity with tender portals and e-procurement platforms.

• Familiarity with tools like AutoCAD (for network layouts) or other technical drawing software.

• Office-based with occasional travel to client locations or pre-bid meetings.
• Collaborative environment with a focus on delivering winning proposals.
