Job Description
Position Title: Consultant (Procurement)
Location: Ranchi, Jharkhand
Employment Type: Contractual
Position Overview
We are hiring for the position of Consultant (Procurement) to support an upcoming project
aimed at enhancing healthcare procurement and infrastructure. The selected candidate will
manage procurement activities for drugs, equipment, furniture, logistics, and quality control.
The role involves overseeing processes such as tendering, bid evaluation, inventory
management, logistics planning, and ensuring compliance with statutory guidelines. The
consultant will also contribute to the development and implementation of policies,
procedures, and standards to optimize procurement efficiency.
Key Responsibilities
1. Procurement Management:
o
Oversee the procurement of drugs, equipment, consumables, and hospital
supplies.
o
Prepare bid documents, manage tendering processes, and ensure adherence to
procurement guidelines.
2. Quality Assurance:
o
Ensure compliance with standards such as WHO GMP, NABL, and Indian
Pharmacopeia.
o
Implement quality control measures for all procured goods.
3. Inventory and Logistics:
o
Develop and maintain an online inventory control system.
o
Plan and supervise storage, warehousing, transportation, and distribution of
healthcare products.
4. Documentation and Reporting:
o
Prepare comparative statements, rate contracts, and supplier databases.
o
Document demand and supply metrics and assist in implementing waste
management practices.
5. Stakeholder Coordination:
Collaborate with government agencies, public healthcare facilities, medical
colleges, and other stakeholders to ensure smooth project execution.
6. Capacity Building:
o

Conduct need assessments for drugs, equipment, furniture, and logistics.
Train relevant staff in supply chain and warehouse management practices.
o
7. Technology Utilization:
Utilize MS Office and internet-based tools for procurement operations and
reporting.
8. Additional Duties:
o
o
Support additional tasks and responsibilities as required by the project or
management.
Required Qualifications and Experience
1. Educational Qualifications:
o
Essential: MBA from a UGC/AICTE-recognized institution.
o
Preferred: Certifications in Procurement, Supply Chain, or Public Health.
2. Experience:
o
o
o
Minimum 5 years of experience in public/private organizations with an annual
turnover of Rs. 10 crores or more.
At least 3 years of middle management experience in organizations with a
turnover of Rs. 25 crores or more, leading bid management processes.
Preference to the candidate who have Proven track record of managing at least
5 tenders valued at Rs. 10 crores or more in the last 3 years.
3. Preferred Experience:
o
5 years in healthcare procurement (medicines, equipment, surgical items,
consumables).
o

Experience working with hospitals with at least 100 beds.
Knowledge of warehouse and supply chain management for public health
facilities.
Skills and Competencies

Strong analytical, reporting, and problem-solving capabilities.
