Any Graduate with masters degree in business administration (MBA/MMS/PGDM) / CA from recognized institution

Experience:

• Over all 5 Years of experience of working on projects with Governments
• Experience of policy / reform / scheme support for any State/ UT in India
• Experience of working with department of industries / planning or sectoral departments for at least three projects at state / central level
• Working experience of at least 2 private capital mobilization projects of state / central government of India / donor agencies

Roles and Responsibilities

• Collation of requisite information and assessment of the potential for industrial development and commercial activities in the targeted Industrial Areas basis existing Bylaws, regulations, regional development, policy implications, etc.
• Review existing industrial & sectoral policies and schemes of Maharashtra state/ Government of India
• Prepare Benchmarking studies and gap analysis of thrust sectors of Maharashtra, emerging sectors under Industry 4.0 and green sectors in line with the identified DLI's
• Devise industry strategy at division level with analysis for current scenario and future potential of forward and backward linkages, financing avenues for the districts under the respective divisions
• Prepare two investible projects per district every six months with avenues for private investment in any of the focus sectors aligned to the district.
• Develop plans to build CFCs at district level for identified sectors under DSP plan along with partnership and funding prospects.
• Support in providing knowledge collaterals for the division level dashboard with preparation of Key stat report, division & district highlights, sectoral strengths, utilization of state fund matrix, etc.
• Identify key technology implementation requirements for green transformation of divisions
• Provide policy advocacy to improve investment climate, export promotion, enhance business competitiveness and peace of doing business amongst districts
• Liaison with industry experts, associations, knowledge bodies, Invest India, international donor agencies, PPP partners, private infrastructure developers international IPAs, etc. for building the new opportunities as well as new avenues for funding these opportunities
• Develop and implement strategies to enhance tourism infrastructure and services in the state.
• Support the implementation of tourism policies and initiatives.
• Engage with tourism boards, government agencies, and the private sector to promote tourism initiatives.
• Identification of opportunities to promote private investment at the targeted investment zones of the districts under the division as per DSPs
• Organise investor consultations and meet for mapping of potential players and understanding of key concerns
• Identify gaps in available funds at division level to expenditure projection for the next 5 years for driving key infrastructure projects in the thrust sectors under DSP
• Identify the sustainable partnership mode such as Build-Operate-Transfer (BOT), Build-Own-Operate-Transfer (BOOT), Design-Build-Finance-Maintain-Operate (DBFMO), concession, joint venture, other forms of PPP, or a mix of such models as may be suitable for the division
• Conduct desk research, stakeholders consultation, review best practices and operationalized models within the region and identify three most suitable capital mobilisation models, identify risks and benefits for each.
• Support in conducting transaction advisory for capital mobilisation through onboarding of PPP partners for development of infrastructure
• Conduct financial analysis and conduct preliminary due diligence of partnership documents
• Conduct half yearly G2B conclaves to bring together the districts under the division and the private developers / investors/ planners / regional sectoral experts wherein the possible investible projects will be showcased along with the strength.
