Overview:
CEGIS Personnel Management team has pioneered a competency-driven approach to Capacity Building. This shift addresses a significant challenge wherein the existing system tends to prioritise strict adherence to rules linked to specific offices rather than focusing on attaining the desired outcomes. While this can limit the autonomy of frontline staff and managers, potentially hindering accountability for results, the innovative approach actively seeks to empower individuals and cultivate a results-oriented culture. This approach ensures the establishment of a more impactful and accountable government framework.
The competency-driven approach focuses on the skills, knowledge, and attitudes required for specific government roles. By prioritising these competencies, CEGIS aims to bring clarity to the work done by officials and empower them to achieve better results. This translates to a shift in accountability from simply following processes to delivering tangible outcomes.
The Personnel Management team achieves this through three key workstreams.
  1. Competency-Based Recruitment: Ensuring that the right people are selected for the job, bringing the necessary skills on board from the outset.
  2. Competency-Based Capacity Building (Learning & Development): Equipping government officials with the ongoing training and development they need to excel in their roles.
  3. Revamped Performance Management System: Evaluating and improving individual and team performance based on achieving defined goals, not just by adherence to procedures.
Through these efforts, the Personnel Management team strives to bring a new level of clarity and effectiveness to government work in India. By empowering staff with the right skills and holding them accountable for achieving desired outcomes.
Program Manager at CEGIS
Program Manager for the Personnel Management vertical spearheads the ongoing engagement with a government institution, focusing on the design, development, and implementation of solutions aimed at addressing competency gaps among public officials in India.
The ideal candidate will demonstrate a robust comprehension of competency as a concept, showcasing its broad application in the realm of learning and development. Furthermore, the candidate should possess in-depth knowledge of various technological approaches to enhance adult learning. A proven track record in applying principles of systemic thinking and change management is essential, coupled with the development of compelling knowledge resources advocating innovative frameworks and concepts.
Roles and Responsibilities
  • Deliver a range of tasks related to online learning and needs assessment of the training needs and competencies required by public officials.
  • Coordinate with specific government departments and training institutions to identify the required competencies.
  • Identify and liaise with global institutions providing online, blended and face-to-face content that map to the skills and knowledge identified by government departments and organise in-person sessions to supplement courses wherever needed.
  • Contribute to efforts to enable government training institutions to embed curated online courses as a part of their regular training offerings.
  • Support relationships with all stakeholders by creating periodic updates through documents, presentations, etc.
  • Mentor and manage a team of Associates and Senior Associates.
  • Create high-quality presentations and other collateral as required.
  • The position may require travel domestically as per the projects requirements.
  • Contribute in the inhouse futuristic problem solving process.
Education, Experience, Required Skills, Characteristics and Qualities
  • Masters degree or equivalent in Public Policy, Education, Management, Technology Management, Human Resources, or related fields.
  • 5 to 7 years of work experience in a high-performing environment.
  • Experience working and leading complex multi-stakeholder projects, especially with governments, donors, and research organisations
  • Demonstrated expertise in leading and overseeing performance assessments within the public sector, adeptness in competency mapping, conducting training needs/gap assessments, familiarity with e-learning, and a comprehensive understanding of relevant organisational development practices and processes.
  • Prior experience in leading capacity building and/or institutional strengthening experience in the development sector, preferably with governments.
  • Spearheaded project/ program management or implementation roles with governments, and multilateral, and international development institutions.
  • Display resilience in facing challenges, coupled with strong conflict resolution skills to navigate and resolve team dynamics effectively.
  • Offers constructive feedback and thorough reviews of team tasks, proactively taking initiative to address and resolve issues.
