Position: HSE (Health, Safety, and Environment) Manager

Location: Corporate Office and Construction Sites across India and the Middle East

Job Summary

The HSE Manager is responsible for developing, implementing, and overseeing the organizations health, safety, and environmental policies and practices in compliance with local and international standards. This role requires expertise in Middle Eastern regulations, including UAE-specific HSE norms, and a focus on aligning safety practices with regional and international expectations. The HSE Manager will lead efforts to minimize risks, ensure compliance, and promote a proactive safety culture across all projects and levels of the organization.

Key Responsibilities

HSE Compliance and Regulations

• Ensure compliance with UAE and Middle Eastern HSE regulations, such as OSHAD-SF (Abu Dhabi), Dubai Municipality Codes, and GCC HSE Standards.
• Stay updated with both Indian and international safety standards (e.g., ISO 45001, ISO 14001, NEBOSH, OSHA).
• Coordinate with regulatory bodies and local authorities in the UAE and other Middle Eastern countries for inspections and audits.

HSE Policy Development

• Develop and standardize HSE policies, incorporating region-specific requirements for both India and the Middle East.
• Adapt policies to align with varying construction norms, including high-rise construction, oil & gas projects, and infrastructure projects common in the region.

Risk Management

• Conduct comprehensive risk assessments in compliance with UAE and GCC standards, including job hazard analyses for specific industries (e.g., oil & gas, civil infrastructure).
• Implement region-specific risk mitigation plans, addressing unique environmental and operational challenges in desert and high-temperature settings.

Training and Capacity Building

• Design and deliver HSE training programs tailored for employees working in the Middle East, covering topics like heat stress management and hazardous material handling.
• Ensure compliance with region-specific safety certifications and qualifications required by UAE and GCC authorities.
• Promote a culture of safety awareness through regional campaigns and workshops.

Incident Management

• Lead investigations into incidents and near-misses with a focus on identifying root causes specific to Middle Eastern operational contexts.
• Implement corrective actions in line with UAE and Middle Eastern legal frameworks, ensuring prevention of recurrence.
• Maintain a centralized database of incidents, accessible across India and Middle East operations, to analyze trends and share insights.

Site Safety Oversight

• Conduct routine inspections at construction sites across India and the Middle East to identify hazards and ensure adherence to safety protocols.
• Oversee compliance with PPE requirements, especially for harsh environmental conditions in the Middle East.
• Approve and monitor high-risk work permits, ensuring strict adherence to associated procedures.

Emergency Preparedness and Response

• Develop emergency response plans for high-risk activities, customized for the Middle East (e.g., sandstorms, extreme heat, and confined space emergencies).
• Conduct mock drills tailored to region-specific scenarios, such as large-scale evacuations or chemical spills.
• Ensure emergency equipment is regionally compliant and readily accessible.

Environmental Sustainability

• Monitor compliance with environmental regulations in both India and the Middle East, including waste management and pollution control requirements.
• Promote sustainability practices, emphasizing water conservation and renewable energy solutions in desert climates.
• Track and reduce the environmental impact of operations in line with UAE Green Building and sustainability codes.

Leadership and Collaboration

• Act as the primary HSE point of contact for operations across India and the Middle East.
• Collaborate with project managers and contractors to integrate region-specific safety practices into daily operations.
• Represent the company in HSE meetings, conferences, and audits in the Middle East.

Monitoring and Reporting

• Define and track HSE key performance indicators (KPIs) specific to Indian and Middle Eastern operations.
• Analyze safety trends and recommend actionable improvements

Submit detailed HSE performance reports to management, covering compliance and incident data for both regions.

Qualifications

• Bachelors degree in Safety Engineering, Environmental Science, or related field. Master’s degree preferred.
• Mandatory certifications: NEBOSH International General Certificate, IOSH Managing Safely, and OSHA standards.
• At least 8-10 years of HSE experience in construction, including significant exposure to projects in the UAE or broader Middle East.
• In-depth knowledge of UAE-specific regulations (e.g., OSHAD-SF, Dubai Municipality, and GCC standards).
• Experience working in high-risk environments, including oil & gas, high-rise buildings, and infrastructure projects.
• Proficiency in managing HSE for projects across diverse climatic zones, including desert and tropical regions.
• Strong leadership, communication, and analytical skills.
