1. Neutral + Earthing = Leakage Voltage ⚡ 
Should be less then 3V if no, earthing cable resistance can be high from 1 omh so can plan to change cable or earth cable no connected properly with machine.
 2. High Leakage Voltage  can be in neutral while Electrical Load (in Ampere) has not equal divided in three phase Transformers, so can equal divided in three phase.
3. high Leakage equipment should be property insulated of machine and proper connected to earhing cable.
