The sealing of up-gradation in position, even if your are qualify. The benefits we get in the international company and here in Bhutan is vast different. To balance the expenditure and the income it is very difficult to sustain with only doing one govt job. The rules are very strict and govt employee are not allow to take any private work or business, for example if you are good in architect drawing or structural drawing or urban planning, even though you have good skill to solve the propose, you cannot get licence to participate in open competitive market. This rules leads to stereo typing work, same technique and more protocol are some obstruction to grow higher which ultimately lead to search for better job in competitive market .
