Salary Increment Not done in 2 years, Bonus Deducted from salary but not paid.. Earned leaves amount not paid, Salary and incentives not payable on time, salary deductions are high based Attendance.

I recently joined a new company, and within 10 days, I received a more attractive offer from another company. Can I resign without serving the notice period? Would declining any salary and relieving letter (Experience Letter) it easier for the company to agree to my departure?
