HR doesn't listen to genuine concerns, Unless employees are told that HR can only show sympathy and do nothing for you unless someone is dying (not even considered then) . Work culture for women is really bad at some locations. Women who cannot travel for 4 hours a day should be relocated to amore comfortable office location. This goes infact for everyone.
