Only products of the company were good but what would be the use of it if you won't get exposure on it

Salaries are delayed by 2-3months which also requires rigorous follow-ups with the management. Even after nonpayment of salaries company would ask or force you to work and if you try to switch the company it doesn't give any experience letter plus it will falsely allege about you poor performance, etc to your next organization. I recently joined a new company, and within 10 days, I received a more attractive offer from another company. Can I resign without serving the notice period? Would declining any salary and relieving letter (Experience Letter) it easier for the company to agree to my departure?
