Qualification doesn't matter here, if you are highly qualified then you will see a non-qualified person will become senior as fast as you can't imagine, without qualification you can reach to any position like executive director only thing matter here is if you are having a godfather.

Management not aware what is there goal, some time run for target achievement and some time save for cost then impact comes on sale. Very complex procedure, which is very time consuming. Lot time weste for follow the company process and employees can focus on their main work.
