Job Description
We are seeking a highly motivated and experienced Learning and
Development (L&D), Program Business Acquisition and Operations Head with
expertise in government sector bidding. The successful candidate will be responsible for identifying, pursuing, and winning government contracts for learning and development programs. The role involves strategic planning, proposal development, and building strong relationships with government agencies to secure new business opportunities.
Responsibilities :
1. Market Research and Analysis:
Conduct thorough research on government agencies, their training
needs, and upcoming opportunities.
Analyze market trends, competitor activities, and regulatory
requirements related to learning and development in the government
sector.
2. Strategic Planning :
Develop and implement a comprehensive business acquisition strategy
for government contracts.
Identify key target clients within the government sector and establish
relationships with decision-makers.

to secure new business opportunities.
Ensure all contracts align with organizational goals, policies, and legal
requirements.
5. Relationship Building :
Cultivate and maintain strong relationships with government clients,
understanding their priorities and challenges.
Attend industry events, conferences, and networking sessions to
promote the organizations capabilities and build a robust network.

Requirements :
1. Bachelor s degree in Business, Management, or a related field. Master s degree
is a plus.
2. Proven experience in business acquisition and proposal development for
learning and development programs, preferably in the government sector.
3. In-depth knowledge of government bidding processes, regulations, and
compliance standards.
4. Strong analytical and strategic thinking skills with the ability to identify market
trends and business opportunities.
5. Excellent written and verbal communication skills for effective proposal
development and client engagement.
6. Exceptional negotiation and contract management skills.
7. Ability to work independently and collaboratively in a fast-paced environment.
8. Proficiency in using relevant software tools for proposal development and
project management.
