Job Description: Senior Manager - QS & Billing


Position Summary: The Senior Manager - QS & Billing is a senior role requiring expertise in Quantity Surveying, Billing, Cost Management, and Project Coordination for High-Rise Residential Construction Projects. The candidate will play a pivotal role in ensuring accurate estimation, budgeting, cost control, and timely processing of contractor/vendor payments.


Qualifications & Experience:

  • Mandatory: BE in Civil Engineering and PGD in Quantity Surveying and Construction Management (QSCM) from NICMAR.
  • 20+ years of progressive experience in High-Rise Residential Construction Projects, preferably with reputed builders in Hyderabad, Telangana.
  • Proven managerial experience of at least 5 years in the last assignment, managing projects with a total built-up area of 10 million sq. ft.
  • Knowledge of service guidelines, such as the National Building Code (NBC), ANSI/ASHRAE for HVAC, and LEED for green buildings.

What you shall do in this role:

  • Preparation of cost estimates, bills of quantities and tender documents.
  • Negotiating with suppliers and subcontractors to obtain the best prices and terms.
  • Managing project budgets, including forecasting and monitoring costs.
  • Maintaining accurate records and documentation of all project-related costs and financial transactions.
  • Provide expert advice on procurement, risk management and cost-saving measures.

Key Skills:

  • Proficiency in Quantity Take-off and BOQ preparation.
  • Expertise in cost tracking, variance analysis, and budgeting.
  • Strong knowledge of tendering, procurement, and contractor/vendor management.
  • Ability to handle complex billing processes and material reconciliation.
  • Excellent analytical, negotiation, and communication skills.

Key Responsibilities:

1. Quantity Surveying & Cost Estimation:

    • Quantity take-off of all material requirements for all construction activities as per approved drawings.
    • Prepare detailed project budgets for Structural, Architectural, MEP (Mechanical, Electrical, and Plumbing) packages.
    • Prepare and validate Bill of Quantities (BOQs) for project as per specifications.
    • Identifying gaps between BOQ and drawings, specifications and conditions of the contract and taking it for a logical closure.
    • Preparing interim and final valuations, variations and claims of the construction site.

2. Budgeting & Financial Management:

    • Develop monthly cash-flow statements and monitor financial projections.
    • Track and analyse project costs monthly, identifying variances and preparing detailed cost variance analysis for management appraisal.
    • Create and maintain cost trackers and perform cost analysis to ensure budget compliance.
    • Monitoring and control costs throughout the project, identifying cost-saving opportunities.

3. Contract & Procurement Management:

    • Identify and evaluate labour contractors, item-rate contractors, and suppliers.
    • Manage the tendering and procurement process, including rate comparison and rate analysis.
    • Prepare and track work orders and purchase orders, ensuring alignment with project quantities.

4. Billing & Payments:

    • Certify contractor RA bills and supplier invoices.
    • Monitor approvals and payment schedules for suppliers, vendors, and contractors.
    • Reconcile material costs with purchase orders and stock statements.

5. Resource & Material Management:

    • Track and reconcile materials used on-site, including bulk materials, consumables, and running items.
    • Monitor and evaluate RMC production costs periodically.

6. Documentation & Reporting:

    • Prepare and track area statements for projects.
    • Maintain accurate records of project progress and cost implications.
    • Generate periodic reports to ensure transparency and informed decision-making.

  • Familiarity with advanced QS and project management software tools.
