Job Description

The HR Operations Manager ensures that human resource programs support the long-term goals of the board. This position performs professional work of considerable difficulty overseeing a range of administrative functions related to human resource management, employee development and customer service. This position may also develop and conduct regular HR training for employees and supervisors.
This role helps ensure compliance with applicable Federal, State, and City laws/ordinances; provides information and assistance to employees regarding human resources activities, processes, policies, and procedures.

Supervisory Responsibilities:
Recruits, interviews, hires, and trains new staff in the department
Oversees the daily workflow of the department
Provides constructive and timely performance evaluations
Duties/Responsibilities:
Develop, review, and update HR policies and procedures to ensure compliance with
local, state, and federal regulations.
Monitor changes in employment laws and regulations, and recommend necessary
updates to policies and practices.
Collaborate with legal counsel to ensure policies are legally sound and aligned with
organizational goals.
Design and implement SOPs for various HR functions to streamline operations and
enhance efficiency.
Ensure SOPs are regularly reviewed and updated to reflect current practices and
regulatory requirements.
Train HR staff and other stakeholders on new SOPs to promote adherence and
understanding.
Lead and manage HR projects and programs, ensuring they are completed on time,
within scope, and on budget.
Collaborate with cross-functional teams to identify project requirements, risks, and
success metrics.
Monitor project progress and provide regular updates to leadership on milestones and
outcomes.
Oversee the maintenance and optimization of HR technology systems to ensure they
meet organizational needs.
Collaborate with IT and external vendors to facilitate system integrations and upgrades.

Conduct regular audits of HR technology systems to ensure data integrity and
compliance with privacy regulations.
Support various HR functions, including recruitment, onboarding, performance
management, employee relations, and benefits administration.
Serve as a point of contact for employee inquiries regarding HR policies, procedures,
and programs.
Assist in implementing HR initiatives and programs that align with the organizations
strategic goals.
Analyze HR data to identify trends, opportunities for improvement, and areas of risk.
Prepare and present reports on HR operations, compliance, and project outcomes to
senior management.
Mentor and support HR team members in their professional development.
Foster a culture of continuous improvement and operational excellence within the HR
department.
Recommend business system and process changes to improve and refine the
capabilities of human resources systems.
Responsible for communicating HR system evaluation or implementation updates
throughout the project lifecycle.
Performs other related duties as assigned.


Qualifications:
Bachelor s degree in Human Resources, Business Administration, or a related field; Master s degree or HR certification (e.g., SHRM-CP, PHR) preferred.
Minimum of 8 years of experience in HR operations and generalist functions, with a focus on policy writing, compliance, and project management.
Strong knowledge of employment laws and regulations.
Proven experience in creating and implementing SOPs and managing HR technology systems.
Exceptional analytical, organizational, and problem-solving skills.
Excellent verbal and written communication skills, with the ability to convey complex information clearly.
Proficiency in HRIS and other HR technology tools.
Ability to work collaboratively in a fast-paced environment and manage multiple projects simultaneously.
Previous experience in the U.S. HR environment will be given priority

- Complete security & privacy literacy and awareness training during onboarding and annually thereafter
- Review (initially and annually thereafter), understand, and adhere to Information Security/Privacy Policies and Procedures such as (but not limited to):
