SIAP SIAGA - Program Support Officer (PSO) for Bali
Program Overview
The Australia-Indonesia Partnership in Disaster Risk Management (SIAP SIAGA) is funded by the Australian Government s aid program and implemented in cooperation with the Indonesian government. Initially designed as a five-year program (2019 2024), it has been extended for two years (2025 2027).
The Program builds on previous achievements to improve Indonesia s ability to prevent, prepare for, respond to, and recover from disasters, while strengthening cooperation between Australia and Indonesia on regional humanitarian issues. In Phase 2, SIAP SIAGA will further promote the implementation of GEDSI principles and converge Climate Change Adaptation (CCA), Disaster Risk Reduction (DRR), and Sustainable Development Goals (SDGs) into Disaster Resilient Village (DRV) implementation.
The Program will also expand its reach to other provinces, scaling up successful initiatives such as the Minimum Service Standards for Disaster Management (MSS-DM) and integrating Disaster Management (DM) into development planning processes and documents. Implementation will remain focused at the national and sub-national levels through collaboration with BAPPENAS, the Coordinating Ministry for Human Development and Culture, the Ministry of Home Affairs, the Ministry of Villages, the Ministry of Social Affairs, and other national-level institutions. At the sub-national level, the collaboration will include BPBD, BAPPEDA, DISKOMINFOS, DINSOS P3A, DPMD DUKCAPIL, and other relevant agencies, as well as civil society organizations and multilateral agencies.
Position Purpose
The Program Support Officer (PSO) will support the Provincial Manager in ensuring the effective and efficient delivery of SIAP SIAGA s provincial work plan through project planning, budgeting, monitoring, reporting, and operational coordination. The role focuses on managing day-to-day program operations, streamlining workflows, and supporting stakeholder engagement to ensure smooth program implementation. Collaborating with PPO, the officer will also promote the integration of GEDSI principles and the convergence of Climate Change Adaptation (CCA), Disaster Risk Reduction (DRR), and Sustainable Development Goals (SDGs) into local policies and development processes.

Primary Duties and Responsibilities:
Planning & Budgeting
  • Develop detailed implementation plans and budgets aligned with provincial work plans.
  • Prepare monthly activity forecasts and identify resource gaps for collaboration with government and other stakeholders.
Monitoring & Reporting
  • Support the implementation of monitoring frameworks and tools at the subnational level
  • Provide regular analysis, reports, and updates on program delivery, expenditures, and challenges.
Partnerships & Coordination

  • Liaise with provincial/district governments (e.g., BPBD, BAPPEDA, DISKOMINFO, DINSOS P3A, DPMD DUKCAPIL) and key partners (MDMC, LPBI NU, PMI, local CSOs).
  • Supervise sub-grant implementation, ensuring compliance and quality delivery.
Evidence & Learning

  • Collaborate with the KPL team and PPO to develop accessible evidence databases for internal and external stakeholders.
  • Identify challenges in implementation and propose context-relevant solutions.
Program Support

  • Integrate GEDSI and CCA considerations across planning, implementation, and reporting.
  • Provide operational support to ensure efficient program delivery and alignment with donor policies.
Communications & Knowledge Management

  • Contribute to program communications and knowledge-sharing activities.
General Duties

  • Prepare program updates, reports, and budget reviews.
  • Participate in team meetings and perform additional tasks as assigned.
Required Qualifications
  • The position is open to Indonesian nationals, preferably based in Bali Province, with the following:
  • Degree in Project Management, Business Administration, or a related field.
  • Minimum 10 years experience in program/project management in development or humanitarian sectors.
  • At least 5 years in DRM related field
Technical Skills:
  • Strong understanding of Disaster Risk Management (DRM), with knowledge of the DRM context in Indonesia preferred.
  • Excellent communication, writing, and analytical abilities.
  • Proven coordination and stakeholder engagement skills.
  • Fluent in both written and spoken English and Bahasa Indonesia.
Duration & Location
12-month initial contract with possible extension based on performance and program needs. The position is based in Denpasar, Bali Province, with occasional travel to project areas and the National Office.
