Role & responsibilities

Key Responsibilities

1. Environmental Compliance & Safeguards

• Ensure compliance with ADB's environmental safeguards and national Environmental Impact Assessment (EIA) requirements.
• Implement and monitor the Environmental Management Plan (EMP) and Biodiversity Action Plan (if applicable).
• Oversee pollution control measures (air, water, noise, and soil protection).
• Conduct environmental impact assessments and report on mitigation measures.
• Ensure sustainable land use and manage impacts on forests, wetlands, and protected areas.

2. Health & Safety Management

• Develop and implement Health and Safety (H&S) Plans in line with ADBs Occupational Health and Safety (OHS) Guidelines.
• Conduct risk assessments for construction, installation, and maintenance activities.
• Ensure the use of Personal Protective Equipment (PPE) and adherence to safety protocols.
• Implement emergency response and fire safety plans.
• Conduct safety audits and inspections on transmission line construction sites.

3. Social & Community Safety

• Ensure that the project adheres to ADBs Involuntary Resettlement Policy and Indigenous Peoples Policy.
• Engage with local communities to address grievances and concerns.
• Minimize risks related to electromagnetic fields (EMF) exposure and land acquisition impacts.
• Implement community awareness programs on electrical hazards and right-of-way (RoW) restrictions.

4. Contractor and Workforce Compliance

• Ensure that contractors and subcontractors comply with EHS regulations.
• Conduct EHS training and capacity-building for workers and contractors.
• Implement and enforce labor safety standards and worker welfare provisions.
• Monitor and report contractor performance on EHS compliance.

5. Monitoring, Reporting & Documentation

• Maintain records of EHS incidents, accidents, and corrective actions.
• Submit regular EHS compliance reports to ADB and relevant government authorities.
• Conduct environmental and social monitoring throughout the project lifecycle.
• Ensure compliance with ADB’s Environmental and Social Monitoring Reporting Framework.

6. Emergency Preparedness & Incident Management

• Develop and implement emergency preparedness and response plans.
• Investigate and document EHS incidents and take corrective actions.
• Coordinate with local disaster response agencies in case of major incidents.
