Job Description

The HR Business Partner (HRBP) - Payroll and Compliance is responsible for managing and overseeing all payroll functions, focusing on statutory compliance related to Provident Fund (PF), Gratuity, and ESIC. The role ensures the accurate and timely processing of payroll, adherence to regulatory requirements, and provides strategic guidance on compliance matters to both employees and the organization. This position also acts as the point of contact for employee queries regarding these benefits and legal requirements.


Key Responsibilities:

  1. Payroll Administration and Processing:
    • Manage end-to-end payroll processing, ensuring timely and accurate payroll for employees.
    • Ensure accurate calculation and deduction of Provident Fund (PF), Gratuity, and ESIC contributions.
    • Administer bonus, salary, incentives, and other employee benefits in alignment with compliance requirements.
    • Coordinate with the finance department to ensure smooth and accurate payroll processing.
  2. Provident Fund (PF) Management:
    • Ensure compliance with the Provident Fund regulations and timely contribution payments to the EPFO (Employees' Provident Fund Organisation).
    • Provide employees with regular statements regarding their PF balances and transfers.
    • Manage the process for PF withdrawals, transfers, and final settlements for resigned/retired employees.
  3. Gratuity Administration:
    • Administer Gratuity calculations as per the Payment of Gratuity Act and ensure timely disbursement of Gratuity payments upon employee separation.
    • Maintain records of Gratuity entitlements, ensuring accuracy and compliance with applicable laws.
    • Assist employees with queries related to Gratuity and ensure all relevant documentation is processed.
  4. ESIC (Employee State Insurance) Compliance:
    • Ensure accurate ESIC contribution deductions for eligible employees as per the ESI Act.
    • Submit monthly/quarterly returns to ESIC authorities in compliance with the regulations.
    • Ensure the smooth enrollment of new employees into the ESIC system and maintain records of insured employees.
    • Coordinate with medical establishments and hospitals for employee claims related to ESIC.
  5. Statutory Compliance:
    • Ensure compliance with statutory requirements such as Income Tax, Professional Tax, and Labor Laws in addition to PF, Gratuity, and ESIC.
    • Stay updated on changes in labor laws and statutory compliance requirements.
    • Prepare and file statutory returns and reports, ensuring deadlines are met without fail.
    • Coordinate and ensure timely audit of statutory records, including PF, Gratuity, and ESIC contributions.
  6. Employee Queries and Dispute Resolution:
    • Act as the point of contact for employee queries related to PF, Gratuity, ESIC, and other payroll-related matters.
    • Resolve discrepancies in payroll or compliance-related issues promptly and efficiently.
    • Provide necessary support in addressing employee grievances related to benefits.
  7. Employee Benefits Communication:
    • Educate employees about their benefits, including PF, Gratuity, and ESIC entitlements.
    • Conduct awareness sessions or provide information regarding any changes to benefits or regulatory changes.
  8. Reports and Documentation:
    • Generate and maintain reports on PF, Gratuity, and ESIC contributions for internal and external audits.
    • Provide regular updates to senior management regarding compliance status, any challenges, and potential risks.
    • Ensure accurate record-keeping for all payroll and compliance-related documents.
  9. Process Improvement:
    • Identify opportunities for process improvements in payroll administration, compliance tracking, and reporting.
    • Collaborate with the HR team to streamline operations and enhance efficiency in payroll management.

Qualifications:

  • Education:
    • Bachelor's degree in Human Resources, Finance, Business Administration, or a related field.
    • Certification in Payroll Management, or compliance-related certifications, would be advantageous.
  • Experience:
    • 7+ years of experience in HR or Payroll administration with a focus on statutory compliance (PF, Gratuity, ESIC).
    • Experience in managing payroll for large teams or across multiple locations.
    • In-depth knowledge of labor laws, EPF, Gratuity, ESIC, and tax regulations.
  • Skills:
    • Strong understanding of PF, Gratuity, and ESIC statutory compliance.
    • Proficiency in payroll software (e.g., SAP, ADP, etc.).
    • Strong communication skills and ability to handle sensitive employee queries.
    • Excellent attention to detail and organizational skills.
    • Analytical skills to resolve payroll discrepancies and compliance issues.

Key Competencies:

  • Compliance Knowledge: In-depth knowledge of statutory payroll-related compliance, including PF, Gratuity, and ESIC.
  • Problem-Solving: Ability to identify and address payroll-related issues and compliance concerns effectively.
  • Confidentiality: Ability to maintain strict confidentiality regarding employee payroll and compliance matters.
  • Communication Skills: Strong verbal and written communication skills, especially in explaining complex compliance matters to employees.
  • Collaboration: Ability to work cross-functionally with HR, Finance, and other departments to ensure smooth operations.
