Experience: 18+ yrs into the similar industry (Oil and Gas industry experience is mandatory)

Summary: Planning, development, implementation, communication and coordination of all environmental, health, and safety programs for Oil and Gas BU.

• Come up with a concrete plan covering all aspects of environment, health and safety (HSE), appropriate for KPTL Oil & Gas. Develop draft policies and guidelines (manual). Put up the document to top management for approval. Upon approval, adopt the policies and guidelines as companys HSE policy. Keep updating the document (manual) from time to time.
• Such documentation should include but not be limited to organizational roles, objectives, leadership & commitment/legal and other requirements/roles, responsibilities & authority/training/ communication, documentation, control of documents/emergency preparedness, assessment of risk, hazard identification, hazard elimination/non conformity, corrective & preventive action/internal audit/management review/improvements, opportunities, etc.
• Make the HSE documents and information compatible to integrated management system (IMS) for ease in management and operation with unified objectives.
• Company is ISO 14001 and ISO 45001 certified. Comply with provisions of international standard for a) environmental management system (EMS) as per ISO 14001 and b) occupational health & safety management system (OHSMS) as per ISO 45001 (formerly OHSAS 18001), severally. Arrange re-certification of IS 14001 and IS 45001 through accredited certification bodies, before validity of respective policy expires.
• Devise comprehensive plan to ensure implementation of companys HSE policy.
• Report periodically to top management on status of implementation for companys HSE policy.
• Distribute companys HSE policies and guidelines at corporate office & all project sites and get the policies and guidelines implemented through HSE personnel. Arrange to allocate adequate resources at both corporate office and project sites, necessary to implement companys HSE policy.
• Oversee implementation of HSE policy at project sites by adopting proper reporting system. Such implementation should include regular tool box meetings, assessing risks & preparing safety check-list, checking sub-contractors safety plans, emergency response plans & mock drills, training, identifying unsafe working conditions & ensuring right workplace facilities, inspecting tools & plants, displaying safety posters, attending clients’ HSE meetings, etc.
• Approve safety plans of all external service providers, viz. sub-contractors, vendors, equipment hirers.
• Ensure that valid insurance policies are in place at all material times.
• Conduct periodic safety audits. Report to top management time to time on findings of safety audits and status of safety compliance by company.
• Arrange safety training at regular intervals to all concerned and undertake proper initial safety implementation steps at the beginning of a new project.
• Update the HSE records and connected documents periodically.
• Be in touch with clients on company’s commitment to and compliance with environment, health and safety norms, and communicate on all the related issues.
• Prepare HSE documents for incorporation in tender as per tender requirement time to time.
• Prepare HSE plans and procedures for submission to client post receipt of award of new contract as part of company’s contract obligation.
• In the undesirable event of any accident taking place at corporate office or project site(s), undertake thorough investigation as to the cause of accident, and take all corrective measures to arrest recurrence of such mishaps. Report all incidences of accident to top management. Ensure reporting of any fatal accident to client, appropriate administration.
• Undertake accident study to trace the causes, statistics, as to identify any avoidable trend for preventive action and circulate such analyses to and impress upon all concerned that it is everybody’s responsibility at all times to act and follow the HSE guidelines.
• Devote your whole time and take all measures necessary to protect the health, safety, environment and welfare of all personnel, employees, workmen, and others engaged by company, safety of visitors as also others who might be affected by company’s business and also prevent potential IR issues and legal action.

Skills :

Knowledge of ISO 14001, ISO 45001 (also OHSAS 18001). Knowledge of legal aspects related to environment, health and safety.
Familiarity with integrated management system (IMS).

Education :

BE / B Tech with NEBOSH/IOSH Qualification

Experience

18 years + in construction with 10 years in Oil and Gas industry.
